Saudi Aramco to begin Sasref refinery expansion

Saudi Aramco has signed a development framework agreement to begin the expansion of the Sasref refinery in Jubail, Saudi Arabia.

A tripartite pact was signed with Saudi Aramco, Saudi Aramco Jubail Refinery Company (Sasref), and an affiliate of Rongsheng Petrochemical Co.

The agreement outlines the design and development of the project and underscores Aramco’s plans to partner in pursuit of expanding its downstream operations, both in the kingdom and internationally, said downstream president Mohammed Al Qahtani.

The pact also highlights the potential of the kingdom’s downstream sector to attract overseas players, he said.

In April, Aramco and Rongsheng Petrochemical signed a cooperation framework agreement to set up a joint venture in Sasref and make significant investments in the Saudi and Chinese petrochemical sectors.

The preliminary documents relating to the development framework agreement were signed in September.

The Sasref expansion, located in Jubail Industrial City in the Eastern Province, is currently in the pre-feed stage.

The project will include the construction of large-scale steam crackers, the integration of associated downstream derivatives into the existing Sasref complex, and enhancing its ability to meet the growing demand for high-quality petrochemical products.

No details on the expansion cost were given.
